Technical Resource Alliance (TRA) was formed in January 2009 specifically to pursue the rebid of the B&W Y-12 staff augmentation contracts. A major objective of the rebid was to consolidate the more than 50 subcontracts the prime was managing down to two subcontracts. NSA joined with three other premier providers of subcontract technical services at Y-12 to form the joint venture. The four member companies of the LLC are:

TRA recruited a long list of distinguished companies to join the team as subcontractors. On May 28, 2009, TRA was one of two companies to be awarded a Basic Ordering Agreement from B&W Y-12 for staff augmentation services. TRA revenue in 2010 was $35.8M, with the team providing more than 240personnel in a wide range of disciplines to support activities at the Y-12 plant.
